Bullhorn
Applicant tracking system and CRM for staffing and recruitment agencies, with AI matching and screening in the Amplify suite. Plans start at $99 per user per month.
What is Bullhorn?
Bullhorn is recruitment software that keeps candidates, clients, jobs and placements in one applicant tracking system and CRM. It parses resumes, posts jobs to a career portal and logs email through a sidebar. The Amplify suite adds AI search and match, a staffing-specific chat assistant and Digital Workers that source, screen and contact candidates. Middle-office and onboarding products handle timesheets and pay; Bullhorn says it pays 1.3 million workers a month through them.
Who is it for?
Staffing and recruitment agencies, from small firms to enterprise staffing groups. Bullhorn reports 10,000+ customers, 4,500+ of them with fewer than 10 users, across professional, healthcare, light industrial and executive search staffing. In-house talent teams hiring for their own company are better served by an ATS such as Greenhouse or Ashby.
Pricing
- Starter: $99/user/mo, applicant tracking, resume parsing, client management, job posting with a career portal, free implementation.
- Core: $165/user/mo, adds the app marketplace with 300+ partners, custom fields and workflows, LinkedIn Recruiter System Connect and Apply Connect, and the email sidebar.
- Pro: quote-based, adds Amplify AI search and match, Amplify Chat, data enrichment, resume formatting, call transcription and a dedicated account manager.
- Max: quote-based, adds agentic screening, matching and multi-step outreach, a website chatbot and interview scheduling.
- Front Office Growth, Front Office Enterprise and Bullhorn One: quote-based editions for larger agencies.
The pricing page does not state billing terms or minimum seats. Prices checked on 6 October 2026.
Strengths
- Built for staffing: candidates, clients, jobs and placements share one record system, so recruiters and account managers work the same data.
- Marketplace: 300+ partner apps for job boards, sourcing, background checks and VMS platforms, from Core upwards.
- LinkedIn integration: Core connects to LinkedIn Recruiter System Connect and Apply Connect.
- AI agents: Amplify Digital Workers source, screen and message candidates on the Max plan.
- Back office: timesheets, pay and onboarding run in the same vendor's products.
What to consider
- Starter has no marketplace access and no custom workflows; most agencies that use job boards or other tools need Core at $165/user/mo.
- All AI features sit on Pro and Max, which have no public price.
- The pricing page does not say whether prices are monthly or annual, or how many seats you must buy.
- It is built for agencies; corporate HR teams pay for client-management features they will not use.
Bottom line
Shortlist Bullhorn if you run a staffing or recruitment agency and want ATS, CRM and back office from one vendor. Before buying, get a written quote that states the billing term, seat minimum and which Amplify features are included.
